Role Overview
We are seeking an experienced People & Culture Development Manager to lead workforce development, organizational effectiveness, and people capability-building initiatives within a high-growth, remote-first organization.
This role focuses on strengthening internal leadership capability, improving workforce discipline and accountability, optimizing HR processes, and ensuring compliance with labor regulations. The successful candidate will act as a key driver of culture, performance management, and organizational development across teams.
Key Responsibilities
The People & Culture Development Manager will oversee the alignment of workforce needs across departments with recruitment and staffing functions, ensuring effective coordination between business units and talent acquisition teams.
The role involves interpreting organizational performance scorecards and using workforce data to drive accountability, operational discipline, and continuous improvement. The successful candidate will also identify gaps in team performance and implement structured interventions to improve outcomes.
A key responsibility includes designing and delivering upskilling programs aimed at strengthening employee capability and building internal leadership pipelines. This includes creating learning initiatives, workshops, and development pathways for high-potential employees.
The role also requires driving organizational structure and operational efficiency using process improvement methodologies, with a focus on reducing workflow inefficiencies and improving execution consistency across teams.
In addition, the People & Culture Development Manager will support workforce compliance by ensuring adherence to labor laws and contractor regulations, while also maintaining accurate documentation and HR process integrity.
The role involves leading initiatives related to employee engagement, culture development, retention, and performance management, ensuring alignment with organizational values and long-term growth objectives.
The successful candidate will also oversee compensation and benefits alignment, including benchmarking, rewards structures, and performance-based incentives to ensure competitiveness and fairness.
Furthermore, the role includes supporting onboarding and offboarding processes, workforce planning, and contractor lifecycle management, ensuring smooth transitions and compliance across all employment stages.
The People & Culture Development Manager will also be responsible for identifying early indicators of attrition or burnout, analyzing engagement trends, and implementing proactive retention strategies.
Qualifications & Experience
The ideal candidate has 8–10 years of progressive experience in HR, People Operations, or organizational development, with at least 5 years in a leadership or management role.
Strong experience in workforce management, employee engagement, performance management, and organizational development is required. The candidate should have proven ability to manage cross-functional workforce needs and align recruitment and operational requirements.
The role requires strong knowledge of labor laws and contractor compliance, particularly within Philippine employment and independent contractor frameworks.
Candidates should demonstrate strong capability in data interpretation, performance scorecards, and operational analytics to drive workforce accountability and improvement.
Experience in coaching, training, and leadership development is essential, along with the ability to design and implement structured learning and capability-building programs.
Strong conflict resolution, negotiation, and stakeholder management skills are required, along with the ability to work in fast-paced, high-growth environments.
Familiarity with process improvement methodologies such as Lean or Six Sigma is preferred.
